Feasibility Review
The feasibility review is typically conducted at the initial stages of the project during land acquisition and project configuration and includes a review of entitlements, flood and seismic zones, utility and offsite requirements, geotechnical & environmental reports, peer review of schematic drawings and specifications, and preliminary schedule, budget, and contract documents.
Document and Design Review
The design and document review (DDR) is conducted near the final stages of pre-development, prior to the execution of the construction agreement and finalization of the design and construction documents. In addition to the documents reviewed in the feasibility period, PR&A will peer review the permit drawings and specifications as well as the construction agreement and other contract exhibits.
Construction Monitoring & Draw Review
Construction Monitoring includes the ongoing review of the development schedule, progress, quality, materials, and financial documents. PR&A’s scope includes regular quality and progress site visits and review of the monthly development draw requests, contractor payment applications, and change orders.
Construction Closeout
PR&A can conduct a comprehensive review of the developer close out documents, contractor and subcontractor binders, and final construction monitoring site assessment at the completion of the project. This ensures that all contract procedures are completed prior to the release of final payments to the developer and contractor.
Warranty Assessments
PR&A tracks the contractor and subcontractor warranty dates for development projects and performs warranty walks before the expiry of the one-year warranty and a periodic basis for extended warranties. This allows the owner to provide a comprehensive listing of defective items that may require corrective action by the associated party.

John Maher
Director of Construction Services
Since joining Pond Robinson & Associates in 2015, John Maher has performed numerous property condition assessments, peer reviews and owner’s representation of new construction projects throughout the country.
Prior to joining Pond, Robinson and Associates and after college, Mr. Maher’s experience as an architectural project manager started in 2009. He was involved with designing, bidding, and performing field services for new construction and renovation projects. An area of special interest for Mr. Maher has been the assessment, design, and management of exterior building envelope rehabilitation projects.

Steve Brandt
Chief Engineer
Steve Brandt is the Chief Engineer of Pond, Robinson & Associates. He brings more than 40 years of Professional Engineering consulting experience to the firm, possessing comprehensive training, knowledge, and experience in construction management and consulting; commercial land development; commercial property condition assessments; accessibility engineering; and sustainability. He has proven business and engineering success serving a broad range of institutional clients, across all industries, sectors and property types, providing a high degree of professional service and care to meet the changing needs of our clients.
Mr. Brandt possesses a unique combination of professional assessment and evaluation skills, consisting of a thorough knowledge of land development, including the entitlement, financing and feasibility of commercial developments, and the design and construction of the built environment.
His comprehensive understanding of building systems, material characteristics, construction techniques, green and sustainable design and construction practices, contracts, codes and standards, environmental and hazardous materials regulations, remediation alternatives, and maintenance and repair strategies provides a qualified and focused approach to construction management, commercial property review, assessment and due diligence investigations. He has extensive training and experience in energy consulting, commissioning, benchmarking, energy audits, LEED® and ENERGY STAR® certifications. As a Certified Accessibility Specialist, he also possesses detailed expertise in accessibility and disability engineering.
