Asset Services Overview
- Periodic Condition & Capital Planning Assessments: Periodic assessment to understand condition of asset and capex planning requirements. Typically done every 2-5 years for owned-assets or before/after major renovations or planned tenant improvement projects.
- Disposition or Recapitalization Preparation: Assessments to understand condition of assets, prior to disposition or recapitalization. Optimize value and limit exposure during transactions.
- Building Optimization Projects: PR&A focuses on enhancing the resilience and performance of buildings through targeted optimization projects. This includes structural and infrastructure enhancements as well as energy and utility efficiency measure implementation.
- Lease Obligation Review: Compare assessment findings to lease obligations for maintenance and repairs. Ensure tenant improvements and maintenance are aligned with lease provisions and Owner expectations.
- Vacancy Capital Planning: A focus on the lease turn over requirements, capital needs of the building, and maintenance and repair expenses that would be transferred to the Owner from the tenant at the conclusion of the lease.
- Capital Project Design Review and Oversight: PR&A provides consultation for managing capital projects from inception to completion. This includes project planning, review, and oversight to ensure that all aspects of the project align with your investment plan.

Development Design Coordination, Due Diligence and Construction Consulting
Feasibility Review
The feasibility review is typically conducted at the initial stages of the project during land acquisition and project configuration and includes a review of entitlements, flood and seismic zones, utility and offsite requirements, geotechnical & environmental reports, peer review of schematic drawings and specifications, and preliminary schedule, budget, and contract documents.
Document and Design Review
The design and document review (DDR) is conducted near the final stages of pre-development and project design, prior to the execution of the construction agreement and finalization of the design and construction documents. In addition to the documents reviewed in the feasibility period, PR&A will peer review the permit drawings and specifications as well as the construction agreement and other contract exhibits.
Construction Monitoring
Construction Monitoring includes the ongoing review of the development schedule, progress, quality, materials, and financial documents. PR&A’s scope includes regular quality and progress site visits and review of the monthly development draw requests, contractor payment applications, and change orders.
Construction Closeout
PR&A can conduct a comprehensive review of the projectclose out documents, contractor and subcontractor binders, and final construction monitoring site assessment at the completion of the project. This ensures that all contract procedures are completed prior to the release of final payments to the developer and contractor.
Warranty Assessments
PR&A tracks the contractor and subcontractor warranty dates for development projects and performs warranty walks before the expiry of the one-year warranty and a periodic basis for extended warranties. This allows the owner to provide a comprehensive listing of defective items that may require corrective action by the associated party.

Justin Lia
President
Justin Lia is the Chief Growth Officer of Pond, Robinson & Associates and brings over 25 years of diverse experience in commercial real estate. Having grown up in a family of contractors, engineers, architects and developers commercial real estate is a big part of Mr. Lia’s life. Mr. Lia has worked as a contractor, a construction inspector, a design engineer, a forensic engineer, a broker, a developer, and extensively as a real estate due diligence advisor for both transactional and occupier clients. His specialty is leveraging his extensive experience in commercial real estate to understand complex real estate transactions and guide clients through technical scopes of work that mitigate risk in their investments and manage the lifecycle costs of their buildings. Mr. Lia has been a registered professional engineer for over 20 years.
As a civil engineer, Mr. Lia was responsible for preparing commercial and residential site plans, due diligence reports/feasibility analyses, entitlements, infrastructure assessments (projects up to $3.7B), building inspections, and various structural and geotechnical engineering services. Clients include both public and private on a host of projects ranging from a runway extension on an air force base, slope stability for a Department of Energy particle collider, to the feasibility of large mixed-use sports and gaming complexes, to the structural design and retrofit of retail centers, to large earth retaining and waterfront structures, and a variety of others across all asset types. Mr. Lia has guided clients through the physical, environmental and capital planning due diligence process on many of the largest, most valuable buildings in the United States including: The Bellagio Hotel and Casino, the Willis Tower, multiple movie studios, a 15MM SF industrial/warehouse portfolio, large hospital/MOB portfolios, large multifamily portfolios, sale-leaseback transactions, retail malls, and many large office complexes. Mr. Lia is a subject matter expert in site, civil, geotechnical engineering, and real estate due diligence, and has served as an expert witness.

Steve Brandt
Chief Engineer
Steve Brandt is the Chief Engineer of Pond, Robinson & Associates. He brings more than 40 years of Professional Engineering consulting experience to the firm, possessing comprehensive training, knowledge, and experience in construction management and consulting; commercial land development; commercial property condition assessments; accessibility engineering; and sustainability. He has proven business and engineering success serving a broad range of institutional clients, across all industries, sectors and property types, providing a high degree of professional service and care to meet the changing needs of our clients.
Mr. Brandt possesses a unique combination of professional assessment and evaluation skills, consisting of a thorough knowledge of land development, including the entitlement, financing and feasibility of commercial developments, and the design and construction of the built environment. His comprehensive understanding of building systems, material characteristics, construction techniques, green and sustainable design and construction practices, contracts, codes and standards, environmental and hazardous materials regulations, remediation alternatives, and maintenance and repair strategies provides a qualified and focused approach to construction management, commercial property review, assessment and due diligence investigations. He has extensive training and experience in energy consulting, commissioning, benchmarking, energy audits, LEED® and ENERGY STAR® certifications. As a Certified Accessibility Specialist, he also possesses detailed expertise in accessibility and disability engineering.

Rebecca Fischer
Director of Construction Services
Rebecca L. Fischer is the Director of Construction Services at Pond, Robinson & Associates and brings over 25 years of facilities and construction consulting experience to the firm. Ms. Fischer has been involved in the design and construction of several new facilities, development and construction monitoring of large projects, and the assessment of existing buildings nationwide. She has over 21years of experience at PR&A working with our Investment and Asset Management clients on high profile development projects including high-profile resorts, office and residential complexes, and multi-family projects with total project costs of up to $935M. Through her experience with development and construction projects she has cultivated an understanding of site development, building construction administration, specifications, scheduling, quality assurance, cost control, and project management issues. She is a registered LEED® AP BD+C professional which has helped clients achieve their sustainability goals within their portfolio.
As Director of Construction Services, Ms. Fischer is tasked with client relations, coordination of services, mentorship and management of personnel, continuing education, and the quality maintenance of the construction related services and reporting. She is also actively involved in the construction administration and monitoring of several projects. Her years of experience allow here to add value for her clients related to budget, scheduling, quality control, and assessment of building components and design including the building envelope and accessibility.

David Jones
Director of Real Estate Services
David Jones brings over ten years of well-rounded experience in design, construction, facility assessments and project management to Pond, Robinson & Associates. His role is to serve as bridge for clients, helping them understand and develop the right technical or project management approach to each investment or exchange. Mr. Jones has provided services to institutional real estate investors and lenders and many developers and contractors.
Mr. Jones has experience with property condition evaluations and construction observation and compliance reviews related to all asset types, including commercial office, industrial, retail, and multi-family improvements. His consulting experience includes comprehensive reviews of design documents for planned projects, performing evaluations of existing properties, and acting as the owner’s representative during the construction of properties of various sizes and complexities.

John Maher
Director of Construction Services
Since joining Pond Robinson & Associates in 2015, John Maher has performed numerous property condition assessments, peer reviews and owner’s representation of new construction projects throughout the country.
Prior to joining Pond, Robinson and Associates and after college, Mr. Maher’s experience as an architectural project manager started in 2009. He was involved with designing, bidding, and performing field services for new construction and renovation projects. An area of special interest for Mr. Maher has been the assessment, design, and management of exterior building envelope rehabilitation projects.

V. Mark Robison
Director of Engineering Services
Mark Robison brings over 40 years of experience in the architectural and construction fields to Pond, Robinson & Associates. Mark has been a registered architect for 40 years and has 36 years of experience in facilities evaluation covering all geographic regions of the country.
Mr. Robison has extensive experience managing and conducting Property Condition Assessment surveys, identifying and evaluating the existing condition of building materials and systems, and assessing their financial implications. His experiences include assessment of site development and pavements, foundations and structures, exterior walls and windows, roofing, interior finishes, vertical transportation, mechanical and plumbing systems, electrical systems, fire and life safety systems, and accessibility with regard to both the Americans With Disabilities and Federal Fair Housing Acts. Over the years, Mr. Robison has evaluated all types of properties including high-rise office and apartment buildings, hotels and motels, multifamily apartment complexes, regional and local retail centers, warehouses and manufacturing facilities, as well as portfolios of projects packaged as a single assignment. As a member of the A50.02 Committee he participated in the development of the American Society of Testing Materials Standard for Property Condition Assessments.
